Mike Barrette

Mike Barrette is the founder of Rivendell Strategic Solutions. Mike spent 30+ years with U.S. EPA's enforcement program with a focus on data analysis, data systems and transparency. 

During his tenure at EPA, Mike was the founder of the Enforcement and Compliance History Online (ECHO) system, which for the first time published environmental compliance and enforcement information beginning in 2002. From 2002-2025, Mike supervised the project - adding new data, content and features each year. He also served as the first manager of EPA's National Targeting Center which brought predictive analytics into EPA's inspection planning.

His work focuses on helping organizations understand and use environmental data to inform strategy, improve transparency, and support decision-making. He has expertise in most environmental statutes including the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act (RCRA), and the Safe Drinking Water Act (SDWA). He developed and designed EPA's state oversight program, EPA's PFAS Analytic Tools, and EPA's methane satellite data reporting system.

Marilyn Barrette

Marilyn is an educational professional building out a new teaching and curriculum practice area that Rivendell will expand into starting in 2027.
